Implementing Commodity Extension Approach to Improve Potato Production in the Seed Potato Production Centre in Yemen during (1985 – 1997)

Summary

The study highlights the experience of implementing the commodity extension approach by the Seed Potato Production Centre (SPPC), Dhamar, during the period (1985 – 1997). The case study was developed based on experiences gained for about 13 years. Several research methods were used ( secondary data, direct observation, records, marketing surveys, and RRA survey carried out by researcher in 1996). Results show a multiplicity in planning and implementing extension strategies and approaches. Extension mechanisms was built as a result of establishing information systems based on regular field and market socio-economic studies. Different criterion were used to study impact of SPPC extension strategies on potato growers like adoption level of introduced technologies, development of seed quality and potato seed import and marketing channels, and the level of institutional support for farmers’ organizations. A clear impact measures were distinguished such as the spread of improved seed, improved cultural practices and improved seed production technologies among farmers, the decreasing level of seed imports, the organized potato seed marketing channels, and the institutionally empowered farmers’ organizations in the targeted areas. Equally important was the integration of potato crop into existing farming systems. Potato was introduced as part of farmers’ own improved cropping patterns in different production systems. Important lessons were drawn based on the experiences of potato specialized extension approach such as flexibility, clear objectives, accountability, self-initiative, sound coordination and integration of extension information, and team spirit.
